Maybe you should add the input engines in different order.
Or you could contact IBus upstream.
Anyway, this has nothing to do with ibus-table.

How to reproduce:
Install Ibus, ibus-unikey (Vietnamese), ibus-mozc (Japanese)
Attempt to sort ibus-unikey before ibus-mozc -> Cannot do so.
