This is happening to me as well, it started 2/3 months ago but as I was
using my computer less I didn't really notice when exactly. I'm using
13.10..

Switching tty back and forth won't help. I've tried various dbus command
to stop the lockscreen but with no luck so far.

Anything I can do to help, let me know, as it seems to be pretty easy to
reproduce with my computer.

  Kubuntu 13.04: System Frozen when Resuming from Suspend

Status in “pm-utils” package in Ubuntu:
  Confirmed

Bug description:
  Kubuntu 13.04 (Raring Ringtail) just installed

  System resumes or locks screen correctly. It also correctly displays
  resume screen.

  But then keyboard seems to be locked, I can't move to buttons or
  password field, not even using the mouse. The mouse pointer moves
  normally but clicking on fields do nothing, it seems the controls are
  disabled although display as enabled.

  Once I was able to display the mnemonics of buttons pressing 'Alt',
  but either way they didn't respond to the action.

  I just only able to power off the computer and restart.
