THe issue is solved again in FIrefox 27.0.1 (tested on my own computer).

Bug description:
I can observe the following behavior with firefox
24.0+build1-0ubuntu0.13.04.1 on two different Kubuntu installations
(i386 and amd64). Firefox 23 was not affected at least on the i386
(32bit) machine.
First download any file with Firefox. Example:
http://www.vvs.de/download/252.pdf
Then check the permissions on the downloaded file. Example:
stephane@nausicaa:/media/Temporaire/Téléchargements$ ls -l 252.pdf
-rw------- 1 stephane stephane 12814 sept. 19 08:50 252.pdf
No one excepted for the file owner is granted access rights by
default.
I expect new files to be created with the permissions -rw-rw-r--.
This is what I get creating a new file using echo:
stephane@nausicaa:/media/Temporaire/Téléchargements$ echo Hello World >
somefile
stephane@nausicaa:/media/Temporaire/Téléchargements$ ls -l somefile
-rw-rw-r-- 1 stephane stephane 12 sept. 19 08:56 somefile
