To be clear, I am suggesting we have a notification appear when the user
manually disconnects the VPN at the point the connection is brought
down.

  No notification when VPN connection disconnected

Status in “network-manager-applet” package in Ubuntu:
  New

Bug description:
  When a VPN connection has been created, a notification appears
  stating:

      VPN Login Message

      VPN connection has been successfully established.

  However, the converse is not true; disconnecting from the VPN does not
  result in a message like this:

      VPN Logout Message

      VPN connection has been successfully stopped.

  Note that if the network is lost, a message does pop up fleetingly
  (rather too briefly) stating something like "VPN Connection failed".
