Computer freezes when hibernation STARTS

Bug description:
My computer has very little disk space. When the computer is asked to
hibernate, Ubuntu will report that it does not have enough swap space,
_then freezes_.
The bug is simple: Ubuntu will allow hibernation to begin, even if it
does not have enough memory available to do so, it will then fail and
freeze. Nothing can provoke the computer to resume, hard shutdown
becomes necessary, loss of open workspace is inevitable.
Ubuntu should not allow hibernation to begin if there are not
sufficient resources available, thus preventing a frozen computer, and
losing the data/open windows one hopes to keep which is their reason
to attempt hibernation in the first place.
