Title:
  new user accounts can't be activated

Status in “gnome-control-center” package in Ubuntu:
  Incomplete

Bug description:
  When I create new accounts, they start out disabled and I have to way to 
activate them.
  The icons appear on the login screen, but require a password that I never set 
and don't know how to get into the new account.
