this is still a bug but sadly I can't test actually on Trusty because of

I'm waiting informations on this one to re-upgrade to trusty, then I
will re-test for my screen priority bug.

The primary monitor is my projector instaed of my computer's screen

Bug description:
On Ubuntu 13.10 64 bits with an ATI/AMD Radeon HD 4650 Grahic card.
I just installed a projector at home on the HDMI port of my graphic
card, the computer's screen staying on the DVI port.
I discovered when I booted that, even if the projector is shut down
(and energy turned off too) it's the primary screen for the computer.
Result : Even if the projector isn't started, or even powered, every
window appear on it, including the login screen (which is really a
pain)
What happened : My projector is the primary screen and everything
appear on it even if shuted down.
What I expected to happen : I expected my computer to stay the same,
except when I start the projector : This one would become a second
(not primary) screen.
