I guess this problem affects every distribution. I have it on Manjaro with onboard v. 0.99.0-1 And its very annoying since you can`t write the most basic symbols EXCLAMATIONMARK
It seems like the modification keys are more or less hard coded or unchangeable in onboard. Capslock needs to be writable for neo, not working as Capslock - but as mod 3. The screen Keybord of lightDM (the login manager) works just fine, looks like you got several different screen keyboards in Ubuntu. This bug does not affect me, I just stumbled uppon it, when using the screenkeyboard for arabic. But I thing you should fix it anyway.
