Bug description:
When I use the shortcut [ [Shift + Ctrl + Alt] + Arrow ] to send an opened
window to another desktop view, I can only send horizontally.
The vertical way isn't working, when I hit the keys to send a window to a
lower or upper desktop view it just does nothing.
Ubuntu version: 13.10
