the fact that the status is not restored is a different issue, not
starting the indicator wouldn't solve that, you would have bluetooth
enabled still but no indicator for it

Bug description:
Users that have but don't intend to use bluetooth should be given the
opportunity to disable the applet thru Startup Applications
For instance here on this laptop I have bluetooth but will never use it, in
fact in actually causes a slight heat increase when enabled
Even though it's been disabled in bios ubuntu still enables and turns on by
default
