[regression] Launcher Super+<Num> Fails in French keyboard

Bug description:
When in the French keyboard layout <0-9> are Shift + <Num>, which we
switched over to use key_sym to support num pad.
We need to move back over to key code so the french keyboard layout
doesn't need to do Super+Shift+<Num> to get the same results.
