Me too affected by this same problem while upgrading Intel Graphics
Drivers Utility [See attachment].

But this sorted out my issue [it seems] - sudo dpkg -i <packagename>.deb

Bug description:
  Attempting to install external .deb packages results in the error
  "Package operation Failed"

  A work around is manually installing the packages using "sudo dpkg -i
  package.deb"
