Network Manager menu not appearing

Bug description:
When connected via Wired and wireless off, once the Ethernet cable is
unplugged from the device and reinserted no authentication dialogue
pops up as is the case for my current network. This is only possible
when I have restarted Ubuntu with the cable in that I receive the
necessary dialogue to authenticate into my network. Also, when this
happens I cannot acess the network connections menu in the panel, it
will not display. I can only acess the menu if I do not reconnect the
Ethernet cable after disconnecting, once I reconnect it won't open.
