Oh right, libudev is no longer linked directly, but loaded through dlsym
to keep up with the problem of different libudev libraries being loaded
in the same process. I'll look at fixing this.

Title:
libudev dependency not expressed by libgl1-mesa-glx binary package

Status in “mesa” package in Ubuntu:
  In Progress

Bug description:
Mesa 10.1 has a hard dependency on libudev.so.1, which isn't
necessarily being installed as it's not marked as a dependency of
libgl1-mesa-glx. This is a problem for Steam games running on Intel
graphics on amd64 hosts, as libudev:i386 isn't typically installed by
  default on these.
