I have a quite similar problem here (12.04 LTS amd64). It seems xscreensaver is somehow not controlling the dpms settings correctly.

The configuration menu xscreensaver-demo provides under the register Advanced the option "Power Management Enable". But this option doesn't enable DPMS (xset -q says "DPMS is Disabled") so the screen can never go in the standby mode. The only way to get it work is to call xset +dpms.
