I can't comment on the window decoration along the top because I don't
know what it ought to look like. I have noticed that the chromium
browser window border can be moved above the top horizontal Ubuntu
taskbar . This is undesirable since no other programs let the window
border be hidden by the desktop taskbar, but that is another problem.
A snapshot of the gedit window with a Chromium browser window overlayed
is attached. As the browser window is resized by dragging the lower
right corner diagonally upwards to the upper left, ghosts of the old
browser windows remain. That is, the area around the latest browser
window is not repainted. As soon as the mouse is moved even one pixel
into the vertical taskbar on the left hand side, the area around the
browser window is repainted. Of course, this is what should be happening
as the browser is resized.
Following your instructions, I ran "sleep 30; xwininfo" in a konsole,
resized the Chromium browser window as you requested, waited till the
cursor turned into a crosshair and clicked on an area of one of the
ghost windows outside the current browser window. This is what I saw:

Bug description:
The Chromium browser does not redraw (refresh) the background (i.e.,
desktop) when resizing. This can be seen when making the browser
window smaller by dragging its corners. Seen on Chromium Version
33.0.1750.152 Ubuntu 12.04 (256984).
