Bug description:
With a hidden Launcher, an icon made urgent should wiggle at 1m, 2m,
4m, 8m, 16m, and 32m intervals unless the Launcher is reveled. If an
icon that has been urgent in the past is made urgent again, it will
only wiggle the initial time and then will not wiggle anymore.
