Title:
libva-x11.so.1 should declares its dependency on libva.so.1 explicitly

Status in “libva” package in Ubuntu:
  Invalid

Bug description:
  $ldd /usr/lib/x86_64-linux-gnu/libva-x11.so.1 does not show libva.so.1

But libva-x11 is really depend on libva, otherwise
  dlopen(libva-x11.so.1, RTLD_NOW) will fail.
