I ran sudo apt-get upgrade in the terminal earlier tonight following
some suggestions, and now I no longer have this issue.

Bug description:
  Clicking the Shut Down option in the power cog menu brings up the log
  out dialog after a recent partial upgrade. As such, it is no longer
  possible to shut down the machine through the GUI; a workaround is to
  manually call sudo shutdown now -P in the terminal.
