Thank you for taking the time to report this bug and helping to make
Ubuntu better. We are sorry that we do not always have the capacity to
look at all reported bugs in a timely manner. There have been many
changes in Ubuntu since that time you reported the bug and your problem
may have been fixed with some of the updates. It would help us a lot if
you could test it on a currently supported Ubuntu version. When you test
it and it is still an issue, kindly upload the updated logs by running
apport-collect <bug #> and any other logs that are relevant for this
particular issue.

Title:
German umlauts in pop-up bubble are not shown (Encoding)
Status in “rhythmbox” package in Ubuntu:
Incomplete
Bug description:
1) Ubuntu 10.04
2) Rhythmbox v0.13.1
3) Listening to German web-radio stations song titles or names
containing Umlauts are not displayed properly in the pop-up bubbles
that show when a new song starts playing
4) The attachment shows a screenshort where the word 'hört' turns into
something like 'hA¶rt'
I assume it is an encoding issue. Assuming that the radio station's
PCs are Windows based, the tags are most probably not UTF8 encoded. As
I can not influence those tags, it would be nice if Rhythmbox would be
able to detect/ deal with multiple encodings
