after recently installed lubuntu beta 14.04 started focus on problem,
and found this bugtracker. I propably would have not registered in
launchpad if I wouldn't have read the last comment from Daniel. I had to
do it manually even so I have 14.04. but now after I did it:

temp1:        +39.0°C

+ other temps went down too.

Bug description:
  On my fresh Ubuntu 13.10 x64 installation, my ATI XFX Radeon HD5970
  runs over 75C when idle. This is obviously unacceptably high and there
  seems to be insufficient means for adjusting the temperature by
  adjusting the fan speed.

  I tried to change card's power method and power profile (auto,
  default, low, mid, high), but these did not make any significant
  differences:
