  Changing "Composite > Detect Refresh Rate" is ignored initially

Bug description:
  Changing settings in CCSM, it looks like disabling Composite > Detect
  Refresh Rate is initially ignored. That is, until I change the Refresh
  Rate also. Then the manual refresh rate finally takes effect.
