This is not very well explained, but I have the exact same problem after upgrading to 14.04 LTS this morning.
I will try to go into more detail about the bug: -Static windows and text within them which have not been moved across the screen (i.e. have not had to be redrawn) in about 5-10 seconds strangely start to 'blur' - the best analogy I can think of is that this blur is very similar to the results of very heavy JPEG compression in digital video files. -It affects all application windows alike.
