That's not wrong if you have all of the three installed, but It's not a
problem in im-config. ibus is started by dbus autostart mechanism, and
fcitx is started by xdg autostart. You can remove fcitx to avoid it's
startup, but you don't have a chance to remove ibus if you run unity.

Bug description:
  I configured with im-config to run scim for the user in question, but
  in my process list I can see ibus and fcitx processes.

  Should not only scim be running in this setup?
