You have been subscribed to a public bug:

English input source is missing from Traditional Chinese and Simplified
Chinese 14.04 default environment.

This cause a problem that user have to add back English input source
manually for each fresh installation.

It's been verified in Japanese and Korean environment does not have this
issue.
