Wallpaper position/layout settings not respected.

Bug description:
Unity Greeter does not repsect any of the wallpaper position/layout
settings, for example:
1. Where a dual-monitor user has a wallpaper that spans across both
monitors, Greeter does not appear to respect this setting, and instead
shows the the wallpaper, centred and duplicated, seperately on both
monitors.
2. Where wallpapers are a small image, the login screen, the picture
is automaticallhy stretched to full screen.
