I believe I have encountered this issue in a fresh install of Trusty. I was able to add a network printer only with "gksudo system-config- printer". Otherwise, my credentials were refused and I could get part way through printer installation, but could never complete it. I could cancel so the credentials dialog went away, but it came up again when I clicked on "apply" at the end of the install.

This is obviously not workable on Ubuntu where root has "no" password and the ideal situation is to use [gk]sudo or so to elevate privileges. If the user is not in the Printers group then he should be asked to enter the administration (sudo) password and not try and be root if possible. If root account and permissions are required (i.e. sudo is not enough) then the dialog should notify the user that they should enable it in Users & Groups rather than asking for a password which does not exist by default.
