There's a third I mentioned on IRC, just make ping setuid again for 14.04 and only switch to capabilities in 14.10, assuming we don't intend to support 14.10 on 12.04, we'll be good as 14.04 will have a suitable version of tar.

This allows removing the suid bit. However, the tarball cloud images do not preserve the extended attributes, and thus /bin/ping does not work on a system derived from them.
