Toggling with "Always on visible workspace" window option does not
work

Bug description:
Simple Bug, although it could be a broken configuration, or just a
change in how gnome's window manager does things. If it is the latter,
it is a poor decision to not disable the ability to click a menu item
that does nothing, and strange that they would take the toggle out
anyways.

(Should say 14.04 LTS; I have just upgraded from the release candidate.)
What I expected to happen:
Right Click on window toolbar, and select:
" Always on visible workspace"
Toggled On!
Right Click on window toolbar, and select:
"• Always on visible workspace"
Toggled Off!
What happened instead:
Right Click on window toolbar, and select:
" Always on visible workspace"
Toggled On!
Right Click on window toolbar, and select:
"• Always on visible workspace"
Does not toggle off.

I can disable it by clicking, "Only on this workspace." I didn't
realize this until I started writing this bug.
