Public bug reported:

When manually changing the screen orientation in unity control center, it only
rotates the screen output, but keeps touch screen input at normal orientation.
As a result, the orientation for touch input does not correspond to what the
user sees on the screen. On a touchscreen, it is even almost impossible to
revert such a change, compared to mouse/trackpad (where you can orient on the
cursor movement). Only well-prepared or advanced users have the terminal
commands ready to orient both screen output and touch input correctly.
