I can confirm the issue for another machine, and another bug related to this 
one :
While w key is not at the same place in qwerty against to azerty, after 
selecting french layout, compiz do not take care of the change so the super-w 
shortcut do not work until compiz is restarted with compiz --replace. Pressing 
super-z works (where w key is in qwerty layout).

  wrong keybord layout at system start

  Confirmed

Bug description:
  my system is set to german by default (De). When starting thunderbird and 
writing a new mail my keyboard is in qwerty mode.
  i must click on the De icon in the task bar to set it to qwertz mode.
  When updates need to be veriyfied with password i get wrong password - 
clicking the de icon in task bar sets it to german.
