This is a usability bug. It is terribly annoying to have to click on a
dialog when plugging in headphones; I plug in headphones every time I
turn on my laptop, and that additional click defeats the "just works"
feeling of ubuntu. There may be technical reasons to pop that dialog
out, but this is not a good end user experience.
