Actually it's a feature and intentional. All Korean fonts have this
glyph as vertically centered dots. Ellipsis in Korean language is
vertically centered dots.
There is U+22EF MIDLINE HORIZONTAL ELLIPSIS, but this is for
mathematical notations.

This was the case in Oneiric, and is still in Precise:
