I think the deeper issue is that debhelper is generating weird depends with the 
substvar for ${shlibs:Depends}.  For wine1.6-i386 I get:
ocl-icd-libopencl1 (>= 1.0) | libopencl1

which makes sense and would be satisfied by current nvidia package, however I 
ALSO get:
libopencl-1.1-1

which is a purely virtual package only provided by ocl-icd-libopencl1

Bug description:
  The packages nvidia-libopencl1-... don't provide the virtual packages
  libopencl-1.1-1 and libopencl-1.2-1.

  This causes problems with the installation of the following packages:
