  gnome-settings-daemon-localeexec is not started on login

Status in “gnome-settings-daemon” package in Ubuntu:
  New

Bug description:
  The gnome-settings-daemon-localeexec does not start when I login so
  the settings are not applied and not even stored, not only the theme,
  but also the enabled extensions and others.

  Its not a problem with the user I am using to login, it also happens
  if I create new users.

  $ lsb_release -rd
  Description:  Ubuntu 14.04 LTS
  Release:      14.04

  $ apt-cache policy gnome-settings-daemon
  gnome-settings-daemon:
