That configuration dialog is deprecated in GNOME3 and Oneiric so closing
the bug, feel free to open new bugs about other issues you might find
though

Binary package hint: gnome-control-center
The desktop file for gnome-network-properties prevents it from showing
up in the Xubuntu menu. We use gnome-network-properties to allow users
to configure their network properties.
