That configuration dialog is deprecated in GNOME3 and Oneiric so closing
the bug, feel free to open new bugs about other issues you might find
though

  gnome theme not fully applied after logging in

Status in “gnome-control-center” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: gnome-control-center

  1) Ubuntu 9.04
  2) package: gnome-control-center (1:2.26.0-0ubuntu3)
  file: gnome-appearance-properties

  3) Everything prompts well when I switch to the "New Wave" theme. (icons, 
fonts, bars). I expect to have this theme on screen even if I reboot/log in 
again.
  4) When I reboot or relog in, only the top bar is in "New Wave" theme.
  The icons, the 2 bars (top and bottom of the screen) and maybe the font 
display properties are not those of "New Wave" theme!
