rarian should be used instead of scrollkeeper

Bug description:
While upgrading some packages, into the dialog box comments, i see
that doc-base still update using scrollkeeper; even if ubuntu now have
replaced it by rarian (so scrollkeeper is not installed).
in fact, now scrollkeeper is a fake package calling rarian; so the
doc-base code need to be cleaned by calling the real package name.
