I can confirm this behavior with Audacity from the archive (2.0.5-1ubuntu3) and with the latest SVN build.

Initialising audacity.cfg does not help. The shortcuts appear in the menus when using Gnome flashback ( http://www.omgubuntu.co.uk/2014/04/ubuntu-14-04-classic-gnome- flashback-session ).
