There is a hidden tool, ibus-setup that can fix it, but the settings are regularly reset to default by update-manager. Run ibus-setup as normal user, Second tab, check the personalise checkbox, Remove english (that is bolded and at the top of the list - that's abnormal).

When starting thunderbird and writing a new mail my keyboard is in qwerty mode. i must click on the De icon in the task bar to set it to qwertz mode.
