PowerMizer Performance Level stuck at 1 (middle) (Need 304.48)

Bug description:
This bug is a regression. I freshly installed Ubuntu 12.10 and noticed
that the powermizer wasn't adapting the performance level at all. Even
on Prefer Maximum Performance mode, the performance level wouldn't
change to 2(max).
