I *think* I'm bumping into the same issue. However, I was noticing this from the network side of resource usage. While connected to a certain Windows Terminal Server, looking at a Windows lock screen my network bandwidth usage is around 10Mbit with 10k (!) ethernet frames per second.
Could you verify this also happens with you?
