For me, the greeter respects that setting unless the Span option is selected (which leads to behavior as in the Scale option). This is with dual (and identical) monitors on Ubuntu 14.04. That is, the dual-monitor wallpaper I normally span across the two monitors is shown by the greeter as scaled and mirrored on the two monitors instead of spanned.
