For me, the greeter respects that setting unless the Span option is
selected (which leads to behavior as in the Scale option). This is with
dual (and identical) monitors on Ubuntu 14.04. That is, the dual-monitor
wallpaper I normally span across the two monitors is shown by the
greeter as scaled and mirrored on the two monitors instead of spanned.

Status in “unity-greeter” package in Ubuntu:
  Confirmed

Bug description:
  Wallpaper that was set to fill the screen is zoomed in lightdm. It's a
  very minor annoyance but worth noting because the transition to
  desktop loses some of it's polish.

  In case that's unclear lightdm doesn't respect the setting highlighted
  in the screen shot attached
