Bug description:
This is a regression, 2.9.1+dfsg1-3ubuntu4 and all prior for the last
5 years work fine.
xmllint 2.9.1+dfsg1-3ubuntu4.1 doesn't load entities, for instance
attempting to validate a docbook document:
$ xmllint --load-trace --path build-hosted/doc/ --path doc/ --xinclude
