Title:
Sound settings not stored for ordinary users

Status in “alsa-driver” package in Ubuntu:
  Expired

Bug description:
In Xubuntu 14.04 sound settings are lost after reboot or logout for
unpreviledged users (which can't sudo). In contrast, for admin user all
settings are saved nicely.
  1) Log in as unpreviledged user. Sound volume is at 50% by default.
  2) Set volume to 100%
  3) Logout and login again - volume is 50% again, previous value is not saved.
In addition to this after reboot the system forgets preferences for the
microfone and set it to rear jack all the time.

The bug is very annoing. It prevents unperviledged users from using
Skype - they just lack skills to reset the microfone jack and volume
  all the time.
