confirmed fresh install of 14.04 with all updates as of 30 Jun 2014. sometimes I have to disconnect the cable from both PC and switch, then reconnect both and it will work. very random.

When switching back to 13.10 dhcp works flawlessly. network-manager 0.9.8.8-0ubuntu7 (the current version on trusty) contains the following changelog: * debian/tests/nm: Bump DHCP timeouts from 15 to 20 seconds, something in the stack got even slower as it used to be. * debian/tests/nm: With the patch in 0.9.8.8-0ubuntu5, interfaces with PE disabled still get a temporary IP.
