Hi Norbert, Sorry for the long delay, just found your reply today. The CTAN minitoc maintainer is still listed as Jean-Pierre Drucbert. Jean-Pierre Drucbert unfortunately passed away in March 2009. I have now sent a mail to the tex live mailing list to ask them about a change.
