The icon change seems to be a revert to the original icon set. As it has been 
messy before with a mixture of monochrome and colored icons I'm not quite sure 
if that's actually a bad thing (see: 
https://bugs.launchpad.net/ubuntu/+source/thunderbird/+bug/1004841 and 
https://bugzilla.mozilla.org/show_bug.cgi?id=665871).
Personally, I'm more bothered by the weird compose window. I'd therefore 
suggest to change the bug title to something a bit more general like "Visual 
inconsistencies in Thunderbird 31.0 (monochrome icons missing, irritating 
compose window theming)".

Status in “thunderbird” package in Ubuntu:

Bug description:
  Upon upgrading to Thunderbird 31, the monochrome icons (in the mail
  toolbar, compose windows, etc.) are missing.

  I'm not sure where the new icons are being pulled from (some seem to
  come from the system icon theme) but I assume this is a bug.
  Regardless it looks pretty ugly.

  The compose window looks quite odd too, not sure if this is related.
