The icon change seems to be a revert to the original icon set. As it has been messy before with a mixture of monochrome and colored icons I'm not quite sure if that's actually a bad thing (see: https://bugs.launchpad.net/ubuntu/+source/thunderbird/+bug/1004841 and https://bugzilla.mozilla.org/show_bug.cgi?id=665871). Personally, I'm more bothered by the weird compose window. I'd therefore suggest to change the bug title to something a bit more general like "Visual inconsistencies in Thunderbird 31.0 (monochrome icons missing, irritating compose window theming)".
