Bug description:
If you have a disabled toplevel menu entry clicking on it does not
open the menu, but if you open a different menu and then move the
mouse over the disabled one it will get opened.
You can use the simple code at https://bugs.launchpad.net/unity-
2d/+bug/850017/comments/2 if you need an example of a program with
disabled menus.
