Bug description:
Bug related to https://bugs.launchpad.net/unity/+bug/1079460 (LP:
#1079460). The fix of that issue will essentially also fix this test.
The test_panel_title_on_empty_desktop test from test_panel.py is
failing on a clean desktop, since we cannot move out of showdesktop
when there are no windows present on the system.
